Default California State legal ECU

I've searched in here, and on google and can't seem to find anything else. I have a 2000, S2000. I'm looking to go turbo, and live in Utah (california state emission laws). From what I've found, the only way to tune my car is by buying an OEM RSX ECU, and the Hondata K-pro. Is there anything else out there that's not so expensive?

AEM or Haltech...then just put the stock injectors, MAP sensor and ECU back in when you have the car inspected. Personally, I'd just get the K-Pro and not mess with swapping parts. More money but less headache.

K-pro all the way. No hassle. But expensive. My 00 passes smog as long as I put the cat back on. They also plug into the obd2 port to check.
