If you need to replace a ballast, then you'll need to take off the front bumper in order to remove the headlight. The ballast is mounted underneath the headlight housing. You "might" be able to get to it by pulling the fender liner back, but the headlight bracket underneath, might pose a problem.

I think you need to remove the headlight as well in order to unplug and unbolt the OEM ballast. As far as replacing, you can get an OEM ballast or get an aftermarket one and put it in the stock location. Aftermarket ballasts are MUCH smaller, so you will have to figure out a way to mount them, but it should be a non issue.
