I haven't had this problem with my S2000 but on an old '75 Toyota I used to have, I once had *exactly* this problem, down to the fact that hazard lights worked but turn signals did not.

On the Toyota, the problem turned out to be corrosion on a ground wire for the tail lights. When I cleaned off all the corrosion, put on some dielectric grease, and bolted it back together, everything worked fine.

This may not be your problem, but it might give you something to look for.
