Another Headlight issue - Strobe light effect
EDIT: FIXED IT.
So I tried almost everything I can think of. Did a search and doesn't sound like anyone has the same issue as I do.
My passenger (right) headlamp started to flicker, As in it tries to ignite over and over and over again so you just see a spark and a short light projection (ignites maybe once every half a second, and it continues to tick). It keeps doing this and never shuts off. When I turn the high beam on, it completely shuts off (when the light switch is on). I thought this was a ballast issue, so I swapped in a new ballast and bulb and the problem still persists.
I checked the fuses in the engine bay to see if any of them are blown and they seem to be fine. Anyone got any ideas?
I narrowed it down to a grounding issues or something else.
I forgot to mention - it acts like a weak strobe light?
Does anyone know where the connection to the ballast is grounded to?

take the HID capsule from your drivers side light and put it in the passenger side and then turn on the lights. If that fixes it then you need a new bulb. If not, you probably need a new ballast. When there is a problem with the HID system a small amount of current will flow through the high beam bulb so you still have light on the road.

I bought a cheap fuse tester and tested ALL my fuses, turns out i missed the most important fuse that was part of the headlight. Also checked all the grounds with a multimeter. You can find a write up on how to test your grounds, If you guys noticed, the S2000 has a million grounds all over the car =(
