you mean the lower perch? it has no effect on the spring compression, it does move the spring down lowering the ride height. it just moves the shock piston further down into the shock body at ride height which will reduce travel.

If you don't have pretty stiff springs, you could be hitting bump stops regularly. And if you removed the bump stops (not wise) you will be bottoming out the shocks instead, which can lead to blowing them. Hard bumps that fully compress the shocks are really harsh on the internal components.
But if you have stiff springs and kept your bump stops on, you should be fine.
