When on upper perch, you can see the lower perch below it. A ring, like a slight bulge. Should be easy to verify you're on upper, just look for lower visible.

Spring seat is on the upper perch. Above photo of front wheel gap, below rear wheel.

Is it possible the front springs have sagged?

Try using the factory mounting cup as shown below. You can just tap them off the stock shocks with a hammer. Not sure if you need special perch rings to use them though

Edit - can't tell if your photo already shows a stock cup, or one that came from Koni.

And are you 100% sure you're using the front springs on the front? Did you mix up springs during assembly?

And are you sure there is no 3rd mounting position that's higher up?
It's on the Honda mounting cup with the koni perch ring. I think it's only the rears that are supposed to have 3 perches, although I remember not seeing a 3rd at the time of installation.

Definitely not, I swapped them over one at a time.
Unless my originals had been swapped front to rear before I purchased the car. Can't see it though, all standard and they're both covered in dinitrol rust protector.

Are you sure all the tophat washers got put in the correct orientation? Any of them missing?

IIRC, there is a 1/4" thick washer that also needs to be drilled out.

it's been a while since I fit them, cars been off road over winter so problems only just come to light.
The dampers came built up, i stripped them down and just swapped the springs then put it back together. If I remember they had a steel washer above the bump stop, then the sleeve went on, there was a bearing that sat inside the rubber bush and it all sat inside the top mount attached by the 2 nuts. I've got the set of springs that came with the konis, think they were off a 02, i could put these on and see if it makes a difference at least that way i can discount the springs.
