Use aircraft remover to take off the paint easier. Spray it all over and let it sit for a few minutes and scrape the paint off. Just prep it like you would for painting anything. for a valve cover ill just sand it a lil with 600 and paint it than clear it.

^Im not really sure how you could create a crinkle paint, but I know you can get wrinkle powders for powdercoating. Here is a link to some of the colors they have for the wrinkle powders. (just click the one you want to see and there will be a example pic of what it looks like)

wrinkle paint get's it's look after baking it, goes on like other paint and once it gets baked it takes on that look. It's a specific paint, someone out there sells it in a spray can, not sure what company it is though, saw a post on here of someone that did it.

Hi. Did you paint your valve cover? I recently painted mine. I applied to paint too thickly in some areas, so those areas have more intense wrinkling. If you use wrinkle paint, that's something that you want to be mindful of. I'm moderately satisfied with the results, but given how bad it was before I'm happy that I did it.

I used aerosol paint stripper to remove the remaining old paint then scuffed it up with red Scotch Brite. Next I wiped it with lacquer thinner and painted with red VHT Wrinkle Plus paint. The wrinkling was noticeable after half an hour. After letting it dry for three hours at room temperature, I baked it at 200F for an hour.

Here are two good DIYs:
