Bent/paint cracked fender, small rust
Fender liner got torn off on the track and pulled the fender tab out. I bent it back so it wouldn't be sticking out and it cracked the paint, leaving the sheet metal exposed which is now beginning to rust. Right now I'm not too worried about it looking perfect, but I want to prevent it from rusting further.
Question: Cheapest way to temporarily fix this? The whole car needs a good amount of body/paint work so I'll probably re-address this issue later down the line.

Think I should try lightly sanding the rust down a bit to remove it first? Also isn't there something I can apply to protect it from rusting further?
Also, how long after I apply touch up can I start waxing/buffing/etc.? I'd like to do a good thorough Turtle Wax Black Box day on the S
