Got a response from the BMW ACA (Portland) about S2000s. Factory hoops are good to go for PCA and BMW ACA.

Advance 2008 Update:
PCA will not allow 4-pt belts at all. Nor will they allow stock seats with 6-pt belts. If you use harnesses at a PCA event, you must have race seats with sub- and shoulder- harness guide holes and a roll bar.
3-pt OEM belts still allowed with stock seats and roll hoops as far as I know today.
