The first thing I did when I purchased the car was removing the front license plate both on the s2000 and the tl i had. I have been pulled over for other reasons but never once did the police mentioned anything about not having a front plate.
Although it seems that my friends who drive civics and teggys get pulled over for not having front plates. Might be the type of car or vibe you give off, otherwise they don't care too much it seems.

Ive Had My Accord, Civic Hatch (2), Prelude, and the tC with no front plate. I have been pulled over a handfull of times but they usually let you off with a warning. Just say you didnt know that you had to have one on.
I think Wa State law requires something reflective in the front of the car. But that is also dependant on the cops. Places like Mill creek, shoreline, kitsap county or a non populated area you might have more of a chance of getting a ticket Vs. Seattle.
