There are some Oregon based charities that do great relief work and use a good % of their funds for direct aid with little for fund raising and expenses. (These percetages are from give.org)
Medical Teams International (formally Medical Teams Northwest) uses 97% of their contributions for direct aid:

Mercy Corps comes in a bit lower at 87% but still does good work:

Red Cross is at 90%.
