Well, I drove an '04 last weekend at Hannah (Vancouver, WA) and found that the VTEC engaged at 6000-rpm, just like the earlier models.
One thing to consider about the new engine's characteristics... to realize full maximum hp you are only 200-rpm from the new redline of 8000. Sure, you get the max hp 500-rpm sooner at 7800, but you'll always have to be dancing right at redline to do so. With the previous year model(s), the max hp comes in at 8300 and you have 700-rpm worth of room before you hit redline at 9000. Unless you have a computer calibrated right foot, chances are you're going to hit redline more often in the new car.
If I were in the market right now for an S, I'd be looking a getting a screaming good deal on an '03. The '03 is just a better car with its engine set-up.
