Default where can I have my springs loaded properly?

I don't think that the person who installed my springs put the fronts under load when he torqued the bolts.....the front should be lower than it is.....does anyone know where I can go to get this done without spending a bunch of $$$

it didn't seem like my springs were compressed when they were bolted in....some complain about kgmm being lower in the rear, but some say that is only cause the springs weren't compressed before torqueing the bolts....so i wanted to see that is what's up with mine.........I was going to swing by the place i got them done to ask the guy who did them if he did or not.....so I was curious if that was the case where else could i go to have them done.
