It's a torrent, so you need to download the torrent file, and then open it with a Torrent client, ie, BitTorrent, uTorrent, KTorrent, etc. When you open the torrent file, assuming there are seeders available, the client will start grabbing chunks of the file from the available seeders. As you download chunks to your hardrive, those chunks become available for other people to download.

A lot of people have slower upload speeds than download speeds, so, theoretically, you can get faster downloads than if someone just hosted the file for you. Also, since the file bandwidth is being spread across all the seeders, one person's bandwidth doesn't get pegged. And, it's harder to identify individuals, which occasionally has advantages.

I'd recommmend you keep looking for the CD. That pdf in the torrent is a scan of the manual (over 1000 pages - that must have sucked). So, even though all the information is there, it is not searchable.
