Got a response from BMV.
The vehicle registration may be purchased in March to expire on your
birthday in June 2010, at your local license agency. The
registration fees will be prorated from March until June 2010.
Please take the following items with you:
1. Ohio Title to the new vehicle
2. Ohio Driver License
3. If you do not have an Ohio Drive License you will need to take
your social security card.
4. Cash or Check.
