It's street legal because it's shipped here as a kit without an engine. You register it as a kit car - same as Caterhams, dune buggys, Nobles, etc.
That said, I wouldn't make it a habit of driving it in town.

That is insane. Popeye and maybe StrangeDaze are the only two I could see driving the Atom in those conditions.
