Sorry to hear about the incident...this is most unfortunate.
A new AP2 bumper is nice, but you'll also need to get the grill insert and maybe the front lip, so that's easily $600 in parts. Filing for police report and insurance is not a good idea because it'll show up on your carfax record, and you still have to pay the deductible.
The scuff marks by the headlight can definitely be buffed out. The cut below, depending on how deep it is, can either be buffed or filled with bondo. Run your finger around the "wound" and see if it's deep enough to hang your fingernail. Even if you need to fill it and repaint the bumper, the total cost of repair should be less than $200.
