Basically, offset is the distance from the centerline of the wheel to the mounting surface. Closer to the front of the wheel = positive, closer to the rear of the wheel = negative. Exactly on the centerline = 0.
That's what I thought. Something I don't get though is why people say putting lower offset wheels on a car can accelerate wheel bearing wear. In my mind, the closer to 0 offset your wheels are, the less wear you would have on the bearings. After all, wouldn't that make the pressure of the cars weight centered on the hub which would be closest to the bearings?

edit: And to make sure it's clear I'm not a 100% functionality over looks kind of person, my dream set up would be 17x9.5 +28 all around. I would just make sure I had the right body work to fit some decently functional tires too, at the least 235's, but probably wider.

It would depend almost entirely on whether the car had generous camber or not.
And I believe your in the wrong thread, if it bothers you just dont look.

It doesn't bother me, I love a lot of the cars in here like sicknasty and nfrap1, they have awesome set ups that are truly "flush".

what size tire would i need to run to be able to fit 18x10 +30 rears?
help needed! i want to get a new set of wheels

My only objection is that if you dont like someones car/mods, why not just keep it to yourself. There are alot of cars on this site that are not to my taste but I wouldnt bash on them for no reason.

fenders are rolled, bumper trimmed and tab relocated

i'm currently running 17x9.5 +38 with 255/40 in rear

you should be able to get away with 245/40 with slight camber
although a 255/35 will give you the same ride height.
