The rules should state that the wheels have to be a maximum offset depending on width. I'm assuming everyone is thinking +38 applies to a 9in...so maybe...
+14 or lower for 7.0"
+20 or lower for 7.5"
+26 or lower for 8.0"
+32 or lower for 8.5"
+38 or lower for 9.0"
+44 or lower for 9.5"
+50 or lower for 10.0"
+56 or lower for 10.5"
+62 or lower for 11.0"
^^All these measurements will have a wheel face the same distance from the fender.
EDIT: In addition, someone might want to add measurements for people running wide fenders/wide bodies...cuz obviously the same offsets on a stock body won't apply...and don't just add the additional width of the fenders to the offset...aftermarket fenders are more fragile and can't take a beating like oem fenders...so they have to have a little buffer.

My set on order is alot more aggressive but these will have to do until augest.
