^Juntsky's right, The guy posted some progress pictures before. Basically he cut over the arch and added metal in there. So less a "pull" and more just full on custom fender flares, with custom metalwork involved. Just eyeballing it, appears to be ~30mm.

There was no metal added, it was just pulled but i actually forgot how much it was pulled to be exact, took 3 days of fender work without paint.

It looks perfect.. no disrespect to the guys that have there tires bowed out like there is something broken underneath lol.
