Try to pass a bill lowering the driving age and it will fail, even if there may be 13 year-old prodigies out there who can out-pilot drivers twice or even thrice their age. Try to pass a bill limiting further or even prohibiting driving beyond a certain age and it will fail. Why? Votes from the older generations, whose views and numbers often outweigh that of younger groups. Moreover, what politician would want to introduce legislation that would threaten his popularity by offending what may comprise much of his primary demographic? There's strength in numbers, but I predict that as the baby-boomer population declines, so too will the "nay" votes against any change.
