It's sort of like the IRL/CART thing. Or better yet it closely mimics IROC. Everyone has the same engine and chassis. The goal is to get the R&D out and put the driver racing back in. The cars kind of look F3000'ish. They are not nearly as fast or quick as F1 cars. I think its is FIA sanctioned.
In addition, I beleive they link the teams of World European Football to a PremierF1 team. So people who route for a certain footbal team can also transfer that team spirit over to motorsport.
It will be interesting to see how it fares and what circuits they will race at. I also wonder if it will be a supporting race during F1 events.
The first race is supposedly in the Summer of 2002.

"The Premier1 Grand Prix car is a stunning 'state of the art' single-seater racing car manufactured by one of the most renowned single-seater manufacturers in the world.
The car has a 6-speed pneumatic semi-automatic paddle operated sequential gearbox combined with a proven 4-litre V10 engine giving in excess of 750 brake horsepower and a broad power band to enhance drivability and the opportunity for overtaking.
The Carbon/Kevlar chassis is built to exceed Formula 1 crash test and safety standards and will have some unique extra safety features. The shape will be partly determined by Formula 1 standard design utilising the latest in Finite Element Analysis but will allow greater underbody aerodynamics to allow close racing and 'towing'.
The total weight of the car and driver will be approximately 650kgs.
Cars will race on 'slick' tyres with lap times and speeds similar to Formula 1. The wheels will have tethers as tested in both Formula 1 and Champcars and the nose section will be subjected to a 'double' impact crash test and will have a collapsible steering column.
Suspension will be pushrod activated rockers acting on coil spring and adjustable dampers with variable rate anti-roll bars. Uprights will be fabricated steel assemblies with 4-wheel vented brake discs and 4-piston callipers.
The cars will feature a bespoke data logging system designed specifically for Premier1 including a sophisticated steering wheel display and electronics system."
