It's a screen capture from the Initial D cartoon. It shows a bunch of guys standing in a circle talking to each other. The subtitle reads in English, something to the effect of "those turbos are really kicking our asses" or something like that.

The picture was in someone's signature a while ago and I thought it was really funny. Forgot to save it. Where can I go to find it?

Nope, the shot was kind of like a 3/4 aspect birdseye view of 3 or 4 people (you can see them from head to toe) standing in a semi-circle
