Can't fault them for pursuing into the parking garage, assuming they didn't really know who was driving the vehicle. Would be ridiculous to just forget about anyone that decides to drive into a Consulate. However, arresting the man was obviously not the correct thing to do.

Since this is the 2nd time in this thread, I'll clarify my position.
*The chinese government* is known for spreading disinformation and spin like it's going out of style. They're not at the level of the former Iraqi Secretary of Disinformation, but I don't trust their spin on things.
I also don't trust cops, for many obvious reasons.
I was joking that between two sets of extremely untrustworthy people, I didn't know who to believe.
This should thoroughly explain my comment earlier in the thread. Race simply never entered into anything anyone in here has said, and suggesting it did is beyond ridiculous. I can't believe I even had to bother explaining myself. Twice no less.

I, too, find it a little odd that a diplomat would drive around with no plates; no front plate, I can understand. Regardless, diplomats have immunity.
Put the foot in the other shoe, if an American diplomat in China is "roughed up" over some traffic misdemeanor, I'm sure the U.S. consulate/govt would get pissed off as well.
