What did he expect running away from the cops with no license plate. How are they supposed to know he is diplomat. I'm willing to bet that he provoked or did something that warranted an aggressive reaction from the cops. He should have at least pulled over and identified himself before receiving his beating..

I've seen a lot of diplomats get really cocky and arrogant with local authorities.

The cops should know what consulates are where in their city, but as long as the injury is only due to the handcuffing, and not an attitude adjustement administered. Even diplomats know they need diplomatic plates, without those, how is a cop supposed to know the driver may be a diplomat? I hope the cop doesn't get in trouble even though I really don't like cops in general, it sounds like a minor injury from a slightly rough cuffing, and having been in handcuffs more than few times in my 47 years, I can say that if you don't give a cop a reason to be rough, they go pretty easy on you.

Most of the consulates in Houston are in the same area, some even share the same building. I'm guessing the Chinese consulate is bigger than others.

No mention on their website http://houston.china-consulate.org/eng/

Trying to maintain good relations I guess.

Im not buying the playing stupid act on the cops part, its their job to know these kinda things. Where the consulates are, and im damn sure the guy announced this, and the details on the situation are not clear; furthermore, notice how there is no dash cam footage on the situation.

Almost always the case, when a cop is doing good and enforcing the law in a moral and legal way, 99% of the time there is footage. When a cop is doing some shady and illegal shit, his dash cam is not on.... go figure.

If they could prove this with dashcam footage that the consulate was acting irrationally and doing illegal shit, way beying 33 in a 30, hell, they dont even give a reason as to why they wanted to pull him over in the first place.

Being texas, im sure i know how the conversation went inside the police cruiser "Heh bubba, look at that fuggin chink, lets go show him no one fuks with texas!!! Yeeeeehhaaawwwwwwwww!!!"

So there's no debating that the diplomat didn't stop for the police. His own fault.

Nowhere in international law or in practice has it been said that a diplomat will never have to identify themselves. They are required to prove who they are, and they'll be exempt from local laws, within reason.

Too bad the guy got hurt, but maybe he'll indentify himself as a diplomat next time and avoid a huge situation.

So anybody with no license plates hauling ass towards a consulate should be exempt? That's absoludacris!
This is why there is a diplomat license plate, special ID etc, so that they can identify themselves.

I'm sure there is dash footage, but since this a sensitive foreign policy situation and the department of state is involved I highly doubt this tape will be released immediately to the public.

If he had pulled over & identified himself he might have received a police escort to the consulate
