A cop totaled out my winter car...

You could see what your insurance says about that. They should go after the police's insurance policy,
or call the po po and find out who their insurance carrier is and have them pay you for your loss of car and rental car etc.

I asked about getting a rental vehicle and they said they don't work like an insurance company, and that there is no way to get a rental or replacement vehicle for the time being...

Have you sent a copy of the police report to the person handling your claim? If not, send it to him/her. Eventhough you were not at fault a paid claim under your insurance does not look good if you decided to switch from USAA to another company like State Farm. If possible only make it a record claim with USAA and have your person handling the claim seek payment from the Police before letting USAA pay a dime!

They said that my deductable is covered because it was not my fault. So, that makes me think they have looked it up...
I also asked them why are they trying to give me money, shouldn't it be the police/state paying for this? They have not sent me a message back. Yes, message, because the only way I can seem to get through to them is by email. Almost every time I call I get put to a voicemail.
