How do you issue a ticket to someone if you are not a cop?

I can't see the video, but I assume its the same story as this:

I am highly against police breaking traffic laws when not actively involved in police business such as responding to a call.

Guy parks illegally to get his lunch. I know many people will argue that he needed to park there because he needs his vehicle available at a moments notice to respond to an emergency. Well, there's a very simple solution that doesn't involve breaking the law.. it's called 'getting lunch at a ****ing restaurant where ample legal and adjacent parking is available.'

The chief was so smug. Like his finding a proper parking space supercedes any of us who may be in a hurry or have places to go etc.

Record 'em with your phone??

Seriously...about 2 months ago...I had an unmarked State Trooper in a Dodge Charger rev his engine at a stop light and take off!! He was obviously trying to get me riled up...what I should've done was pull out my BlackBerry and snap a video of the whole thing.

Considering _he_ should be representing the law and not entrapment, I don't find it funny at all that he chose to waste fuel and essentially place citizens at risk.

Of course...I'm pissed too because I KNEW I couldn't do anything about it.

That kind of stuff pi$$es me off, too. I can recall some years ago driving on the Mass Turnpike and seeing all these out of state police cars screaming down the passing lane to get to a funeral for a fallen officer in Boston. Also when I had the same turnpike commute, I'd regularly see the county sheriff van passing everyone at well above the speed limit to get to work. If I had passed a patrol car at those speeds, I'd have gotten a well deserved ticket.

I think police officers let the power go to their heads, I have a former friend that became a total douche once he got done with school and joined the local force.
