I have two uncles who are a wealth of knowledge when it comes to antique cars. I will show them the photo and I am sure they will know what it is or they will know someone who will know. I will get back to you.

It is a 1936 cadillac lasalle. There were several optionally items for that vehicle. Spare tire, fog lights, front bumper attachment. If you look at the passenger fender you will notice the chevrons on the fender. Same as the photo that conedogger posted. Only difference is the emblem on the grill is round.

is that a home made splitter. I have been thinking of making one as per the r&c forum discussions but have yet to get a rear aero add on so wonder if it might just make the rear too squirrely. If you made it what did you use?
