^Alright... but only because I like Cookie Monster.

First off the bumper must be off the car. Remove that 3M double sided tape if it came with one. Clean all the edges on the back side of the cap and where its gonna go on the bumper with alcohol. Clean it good. Apply CLEAR Silicon II (from Home Depot) all around. Now place the cap on the bumper. Put weight on the cap so that it pushes down on the bumper. You might need 4 or 5 paper weights so that it pushes down in different locations, especially where you know there will be gaps. Check for gaps and let it set for an hour or 2.
