looks that way...even with a PA license...I guess with the fine plus assesment it's cheaper to hire a lawyer and get it knocked down (If your in a county that can plea bargain)
would accualy make sence cause u wont be able to drive ne where cause your liesnce will be suspened kid!!!

Guy on the job had an assessment for 2 kids in back of car no seat belt. he has to pay like 100.00 each year for 3 years. He forgot to pay the second year. His license WAS suspended!

I think that if you dont pay it and you have an out of state license(of NY); you have just be unable to apply for an NY license when you want/need to.
