Need Powder Coating ? Or Thermal Coating ?

I am looking to get a bumper powdercoated (2012 Wrangler bumper). The bumper is brand new, but the coating on it is notoriously bad. I wanted to know if you can....
1)Strip the coating on the new bumper?
2)Coat it crinkle black (flat textured black)
3)Add more than one coat, or maybe hotcoat it so you can make the powdercoating layer thicker than normal due to it's constant beating by the rocks.
4)Have any kind of special coatings that are used not for looks, but for durability? I know that many TGIC powders can be sprayed/hotcoated to 20 mils thick.
5)Price...
