BUT IT IS NOT CARVED IN STONE THERE ARE EXCEPTIONS!
If the damage is under a certain amount they do not asses points, your policy will not go up. My daughter in law had an accident on bad roads on New Year's Day, it is very likely any points/surcharges will be reversed, as there are exceptions to the rule.
Now, FTR, more insurance companies now write policies in MA, there could be some changes to the rule.
