If it's a hit and run and they can't recoup, the insured would be responsible for deductible only and I do not think the rates would go up if they paid that claim.

That's because I'm talking about MA insurance. The guy is in MA. WTF do the laws in other states matter in this case?

It's the MA laws that will apply here, not NH or ME.
