the law reads that if the vehicle has had two plates issued, both must be attached to the car. It does not state whether or not it is only for MA plates. So, I assume that if I know that there were two plates, like RI for example, than I can issue a ticket. If the magistrate wants to toss it, that's up to them. They can toss anything even speeding fines using lidar so it makes no difference. Hope that helps.
