At the MA RMV, and now in many other states, we check the National Driver Reporting database (located in Virginia) prior to sending you a license or registration renewal letter. MA reports these violations to NDR.

If the CT DMV does NDR checks, you will have to "clear" this ticket with the local authorities before you are allowed to renew. This could be a bureaucratic nightmare and could cost you more in time, travel, interest, and penalties than simply paying the fine now.

Some cities, like mine, in an effort to generate revenue, have passed ordinances which allow for towing (regardless of where it is parked at the time) of a vehicle if there are outstanding parking tickets on the owner. I believe there is a minimum past due ammt. though. So, it is feasable that you could be parked in the same town one day and get your car towed.
