Official Let's Make Some Money Off Stocks Thread

Didn't want to start a new thread, but I have the following two questions:
1) For those of you who have a Roth IRA (I have mine with Vanguard), if you want to sell your holdings and convert it all to cash or something extremely low risk for a short amount of time (I only plan to do this if I feel the stock market shows signs of another major downtrend), what would you do? I can't just convert it into cash because the only option Vanguard will give me when converting into cash is to withdraw all my money, and that is not what I want to. Thus, the only thing I could think of is exchanging all my money from one Vanguard Index fund to a Vanguard Money Market fund (VMMXX).
Anyone else have any other options which I can look into?
2) For those of you who buy on margin (I use Interactive Brokers), do you utilize your margin regularly, and if so is there some sort of fee/interest you have to pay in order to borrow money from your broker?
For example, if I have $10K in capital and my broker will grant me a buying power of $40K, if I purchase $40K worth of Stock XYZ and hold it for over a month, what costs will I be paying to borrow the additional $30K for one month?
I appreciate any and all responses =) and please let me know if I need to clarify on any of my questions in case they were a little confusing.
For the record, I've traded options and futures (but the futures I've never held overnight), and there hasn't been any additional borrowing costs from my broker, so I'm hoping there might not be borrowing costs on borrowing $30K to purchase a stock and hold it for a month. (wishful thinking probably)

I'll be sitting on GE for many years after buying a couple summers ago, sigh. Someday that will rebound.

My Jul '10 GS $180 calls are looking oh so fine
GS closed at 176.30 today
I did go in on a couple of GE Jan '11 $20 calls for something like $0.62. They have done nothing yet

I hardly sold anything in 2009. the only things I did cash in were small percentages of a few of my big winners to better even out my exposure. I'm still about 75% tech and 25% financial.
I've picked up some shares of a couple of recent technology IPOs over the last few months: Fortinet [FTNT], Logmein [LOGM], and A123 [AONE]. I think they all have excellent prospects going forward in terms of both revenue growth and buyout potential. But as long one one of them pans out as a winner, I'll be happy.

I would suggest a money market or bond fund. Or, if you know how long you want to keep the money frozen, maybe you can see if you can purchase a CD in your IRA account.

This market is so irrational it is comical. The market goes up day after day as the economy worsens. The way things are looking I wouldn't be surprised if we set a record for the number of up days in a calendar year.
