The absolute majority of cars in Dubai are very plain vanilla (Corolla, Camry, Altima...)

Where to buy? Evo; go to Mitsu dealer, Skyline; its not out yet

Insurance for 24yr old in S2000 could be challenging. The S2000 is a 'high risk car', under 25 is considered 'high risk age'...

You can transfer you US license over, make sure its valid ... lol

Accomodation ... budget? Good place, living alone, you need have minimum 5K per month.

Japanese cars you can find, first get your accomodation and COVERED parking sorted

You can only transfer your liscence without another driving test if it's from the same country as your passport.
