This bar will not allow you to put the factory roll hoops back. The lowered harness bar is the conflict.

Just FYI, this is the lowered harness bar.

IIRC, you can still install this with the stock bulkhead/roll hoops/seatbelts in place, but they will be in the way if you want to actually attach harness to the harness bar.

Also, I think Hard Dog released some sort of bulkhead replacement that allows you to use the lowered harness bar while retaining stock seatbelts, but I don't remember the details.

^I'm about 99% sure with the lowered harness bar that you cannot put the factory roll hoops back in the car.

You are probably right. I'm hazy on the details of what still fits with the lowered bar.

Well, you can put the factory bulkhead back in, but it might in fact interfere with the placement of the harnesses. If you are keeping stock seat belts, you should be able to use the stock bulkhead, but if you are using harnesses, you don't need any bulkhead.

Here is the bulkhead replacement bar. It is a completely separate bar that holds the seat belt reels:
