CHP has always run Mustangs, but usually they were marked. A friend of mine back in high school (mid-80s) had a used one, still had the side headlamp on it, and you could definitely tell where the cop markings used to be.
Marked police cars promote safety. People see them and drive carefully. Unmarked ones are just designed to raise revenue. The speed limit is artifically low, it just exists to raise money and give police an articulable reason to pull someone over if they want to take a look-see.

I will go so far as to say that many/most of their vehicle were 'stangs. I also drilled bowling balls for a CHP... never needed him for "assistance."
