If this was going to happen, I would think that we would have heard all about this by now. Especially Fox. They would have been all over it like a pack of dogs on a three legged cat.

I did a little more looking... This is still a BILL not a law. The code section it would create is not yet on the books.
It looks like the bill is currently in sub-committee which is good because a lot of things tend to die there.

Because... when Poptarts is talking on his cell phone, changing gears, putting on his make-up, and checking his tampon... it's hard to use proper signals too!
