oh man that totally sucks. I DO NOT think that will just pop or pull out. If it does, it'll still need to be repainted. And you don't want some random guy named Oscar doing ANY work on your car.
They're at fault, period. If they insist that you use Oscar, then just say fine and get insurance involved. The problem there is that Oscar has a vested interest in cheaping out on you so that he continues to get work from the shuttle company (saving them cash). He may just pop it out and slap some paint or clear over it... There might be damage underneath he doesn't repair... He's THEIR friend, not yours.
Even if Oscar seems reputable, I'd take it to my own preferred shop.

good points there. I don't know why I didn't reinforce the idea, but getting your insurance involved is really probably the best thing to do.
I did have a company pay for repairs and not involve MY insurance (while I was dealing with THEIR insurance) thanks to damage in a parking garage caused by the valets... So maybe that's why I didn't think to get your own insurance involved right away.

Isn't there a styrofoam pad of some sort under the bumper? If so, this piece of styrofoam would have to be replaced even if there was no other damage.
1. I'd take pictures of the parking lot when spaces are made with cones so that if later someone challenges you and says you were not in a "real" spot you can show that it is standard practice in that parking lot for cones to be set-up to create additional spots.
2. I wouldn't use their guy for the simple fact that potentially a lot of the repair won't be visible so you won't be able to tell how well its done. In addition, you don't know how good their guy is and, like a number of other people have said, even if the bumper can be popped back out you will need someone you trust as far as repainting it goes.

Both times, I called the police, and both times, they said they can not file a report if the accident occured on private property. They did state that they could come, but they will not file a report.
So unless you know for a fact that the person is on drugs or is drunk, it's pretty much useless to waste the officers time in coming out and saying yeah, it's yada yada fault, but I can't file a report.
