I stopped ny the Starland in Annandale today, it's in the shopping center at the intersection of Braddock and Backlick. I had to pick up my copy of Soul Caliber 2, anyhow, they have tons of anime related items I think anyone in search of such items would be in dire need to check it out.

There's one(probably plenty) in Rockville that I know of. Jackie(SuzukaS2K) goes there once in a while to get Option mags. Lemme ask him...

i think that Car Trenz in Fairfax has sum Japanes race videos.. i think i saw one from Option there one time...

Update:

Starland, and Anime FX No videos of import RACING at all....oh yeah, they have "import" videos... Went to Starland in Centreville, (actually called and asked if they had import RACING vids) and guy says "Uh, we have import vids, but they're all in Japanese I can't tell what they say..." So anyways...no luck yet...

I have seen a good number of import racing videos that were bought at Tower Records in Tysons. Maybe you are looking for a little bit more selection, but at least I know that they have some decent racing vids of various types.
