A friend of mine tried that, his speedometer was broken.
"Uhh, my speedo's broken, I was just going with the flow."
"Ohh, well, that's different."
The cop walked back to his car and came back with another ticket, had to have the car inspected once the speedo was fixed.

I think I got about 3 tickets for it. I was just starting college, and could not afford to fix it. In any event, this is how it would work. I would get pulled over. the officer would give me a fix it ticket (I think they were called SERO's?) I would go to my local garage at the end of the day, when the car was warm, the garage would verify that the car was no longer smoking, signthe ticket and I was on my way.
I'd much rather get a repair ticket than a speeding ticket, so your freind was lucky.
