My car was hit at my apartment today. I knew who did it even though I didn't see it happen. Police did all that they could with trying to pressure the guy into talking but he denied everything. I have some paint chipped on the door and a ton of rubber from a tire on the door and fender.

Yeah but his tire hit my car, tires don't like to leave marks you know.

Came back from a run at 1:30, went to pick up dinner at 4:30. Had the sliding door open the whole day. When I got back form my run no one was parked there, saw his car before I left for dinner next to mine. Found the damage at 4:30.

Is it possible it was not him, sure. Is it possible I will win the lottery sure. The odds in both situations are slim to none.

Sorry to hear that. They shouldn't raise your rates. (NAF) Not at Fault accident. It will be filed under uninsured motorist coverage. should have a 250/500 depending on your policy.
