I'm in Sandbridge. My car is in a parking garage there, so it's pretty cool inside the garage since it's not baking in the sun.
I've tried that, and the lower arm doesn't budge at all.

Do you have the coilover on the other side set lower than stock? Unbolt that at the bottom to take the load off the suspension, then unbolt the upper A-arm on the side with the stuck shock (don't let it hang on the ABS cable), and get some hammers and prybars to knock/pull the fork up and away from the spindle.

The coilover is holding one side up higher than stock, and the swaybar is carrying that over to the other side. You can unhook the bar, or unbolt the coilover. Coilover is easier to undo.

Thanks for your help 9k. The car is on jack stands. I have already disconnected the sway bar link on the side that is stuck, and it has not relieved any pressure at all.

Is the upper A-arm bolted in or loose?
Is the lower A-arm bolted in or loose?
Have you done anything with the lower ball joint?
Is the tophat bolted in or loose?
Can you move the shock fork at all or is it wedged tight?
Does the lower A-arm move up or down at all, by hand, with a jack, jumping on the rotor, etc.?
Is the upper A-arm bolted in or loose?
Is the lower A-arm bolted in or loose?
Have you done anything with the lower ball joint?

- Lower arm is bolted in (would it be bad to disconnect this? It's what's keeping the shock fork in its stuck position).
- Lower ball joint (the one with the cotter pin) is disconnected.
- The top hat is bolted in, since I'm installing coilovers and don't need to remove it.
- The shock fork is wedged extremely tight against the lower A-arm.
- The lower A-arm does NOT move whatsoever. I've tried prying it and jumping on it.
