Does this not fall into the City's lap at all. I mean, is it not their responsibility to maintain streets safe for driving. I mean, if a large truck would have rolled over this and the wheel displaced the lid and a child fell into it, who would be responsible?

Happened here in Ghent to a friend of mine about 3 years ago. She removed the bottom of her new generation Beetle on one of those. They were up "high" because the city was repaving and had scraped a layer of asphalt off. City of Norfolk bucked up for the repairs.

Umm...this 'cap' is of the 7" variety...not 2'...so that'd have to be a rather small child . As for the county being a fault, that will be my view for certain. Still...have you noticed many counties any more that are flush with $$$? Yeah ...me neither.

whoaaaaaaaa . . shouldnt have dropped coverage though . . just my feelings on that part.

sucks about what happened , I cant even imagine what would have happened of I had hit that
