umm correct me if I'm wrong, but PhotoShop Elements should be a watered down version of PhotoShop 7.0/CS etc. Taking the basic photo editing and touch up tools out and putting them into a stand alone package.
If you actually learn how to use the full PhotoShop package, it is probably a waste of money to by Elements.
if you want cool things check out Kai's Power Tools (again, its been a while for me, but if they still make it, it should be cool, the old Kais was awesome plug-ins for photoshop)

most of the time plug-ins usually do a couple things.. might be a certain type of effect that can be made using the adjustment layers but its pre-made. So all you did is click the effect and say.. you got a rock textured embossed skin over your font etc. Other times they are completely new tools to help with photo editing or etc.... sometimes the tools might have one thing you ilke and the rest be garbage.. ive tried some trial versions of some major crap for photoshop...
