Im off tomorrow might be able to pick this up... I really wanted KWV3s but i dont know how this compared to it , softer or harder? My use is just to get slightly lower and looks not for tracking. I hope its almost the same quality as stock ride. Is this fairly harsh?

The KWv3's are harsher (but still streetable) than the PSS9's. The PSS9's can be set to a softer-than-stock ride or a harsher ride (similar to the soft settings on the KWv3's) The PSS9's have a softer spring than the KWv3's also.

Pics for reference (my car):

I'm still trying to learn more about coilovers, but is it possible to have these rebuilt and swapped out with stiffer springs?

^Yes. You can usually increase the spring rate a small amount without requiring any kind of rebuild but a drastic change generally requires a rebuild if you want them to perform.

^Agree'd. I think I seen someone on the board that did this exact same thing. He had his PSS9's re-valved to run a set of Swift 450lbs springs, so its definitely doable.

You can usually go up or down in rates about 2k (or 100lbs) on the springs before needing to be revalved. That's for average off the shelf. Some higher end shocks have the ability to work with a huge range of spring rates. If you call the shock manufacturer they will usually tell you.
