here is j's racing over fender http://www.aj-racing.com/catalog/product.p...9&cat=95&page=1 . look just like the ASM. Im sure a body shop can replace the panel but its just a lot of money, thats why I flared mine out then put the overfender over it.

My friend made custom wide metal flares for a Civic on the rears, cut & welded, and it cost the kid over $2k, so yeah, it's going to be pricey, and very difficult to take it back to a stock look.

if you want to run that in back youre gunna need to roll and push the fender out, maybe paint too. Then install the over fender, and trim it appropriately.
