KW does not do custom valving on the V3 series stuff or lower. They will however rebuild them to "as new" specs in the US. So I guess you are both right.
Okay gotcha, I don't exactly understand how they can rebuild without revalving, as in the rebuild process they are replacing components of the shock, that could just be substituted with components that would revalve them.

That said, I find it hard to believe that anyone driving their car on the street is in need of a revalve job on the KW V3s? 515lbs springs are perfect for a street/track car running everything from the run of a mil street tire to R-comps. Unless your car is an absolute track car only, I still think these are the best for any street/track car. Who has found their spring rates/valving to be insufficient?

i still say go for something simpler, Spoon showa-spec dampers 12k front 10k rear. for your use.

and again, I find it hard to believe the Zeal's need to be rebuilt from normal street use.

Yeah, KWs can be rebuilt but not revalved to a different valving spec/range. I know a few people who blew their shocks and sent it to KW and were taken care of.

they have roughly 20k miles on them. the seals are starting to go, i noticed a little oil around the adjustment knobs in the rear a week ago when I adjusted them. Im going to check them again this weekend.

If you go with spring rates that are too stiff the car is going to be harder to control on the street. I have BuddyClub RS dampers (I know I'm a poseur) and when they are set stiff the wheels hop quite a bit over bumpy pavements. This makes the car slower and a bit dangerous. Also when in traffic if someone slams on their brakes there is a tendency for the fronts to skip which kills the braking distance. I would not go above 10k on the spring rates personally. Agai, I would just rebuild the ones that you have.

Koni 3012 is under 2500 and you could specify your valving. Double adjustable as well

Or you can go higher end and go for the 2812s for 3800 a set
