KW does not do custom valving on the V3 series stuff or lower. They will however rebuild them to "as new" specs in the US. So I guess you are both right.
That said, I find it hard to believe that anyone driving their car on the street is in need of a revalve job on the KW V3s? 515lbs springs are perfect for a street/track car running everything from the run of a mil street tire to R-comps. Unless your car is an absolute track car only, I still think these are the best for any street/track car. Who has found their spring rates/valving to be insufficient?

If you go with spring rates that are too stiff the car is going to be harder to control on the street. I have BuddyClub RS dampers (I know I'm a poseur) and when they are set stiff the wheels hop quite a bit over bumpy pavements. This makes the car slower and a bit dangerous. Also when in traffic if someone slams on their brakes there is a tendency for the fronts to skip which kills the braking distance. I would not go above 10k on the spring rates personally. Agai, I would just rebuild the ones that you have.
